There is no industry-standard SEO ladder. An 'SEO Manager' at a fifteen-person agency may manage nobody and execute full time; an 'SEO Specialist' at a marketplace may own a nine-figure organic channel. Both titles are honestly used and neither communicates anything reliable.
That matters in three specific situations: when you are comparing offers, when you are deciding whether a promotion is real, and when your next interviewer is trying to work out what you actually did. In all three, scope is the currency and the title is just packaging.
This estimator ignores the title when scoring and uses it only to detect the mismatch — which is often the most useful output.

Accountability and authority. A specialist delivers within a plan; a manager owns the plan, the budget and usually people or agency relationships, and is held to a number. Title alone does not settle it — a 'manager' with no budget and no accountability is a specialist with a better business card.
If your title implies two or more levels above your actual scope, yes — and it will become visible at your next interview, where the questions probe ownership rather than labels. The fix is to acquire the missing scope now rather than to defend the title later.
Typically four to six, but tenure is not the mechanism. What produces the jump is scope: owning an outcome, writing the plan, controlling budget, and getting engineering work shipped. People who acquire those in three years get there in three.
Frequently yes. Scope is what your next employer interviews on and what raises your band; a title without it does not survive scrutiny. The exception is where your industry or region screens hard on titles for shortlisting — in which case negotiate for both, and take the scope if you can only have one.
